Plot:

In 1999, a young Zoya witnessed her father, Rehan Nazar, an ISI agent, lose his life in a bomb blast. Post-funeral, Aatish Rehman, Nazar's protege, persuades her to join the ISI.

Fast forward to the present, Avinash "Tiger" Singh Rathore is tasked by RAW chief Maithili Menon to rescue his former handler, Gopi Arya, captured in Afghanistan. Gopi, upon rescue, discloses Zoya's involvement in a mission and passes away from his injuries. Tiger, now suspicious of Zoya, spies on her and is later assigned to safeguard RAW agent Jibran Sheikh in St. Petersburg. Tiger thwarts Zoya's attempt to assassinate Sheikh and learns Aatish manipulated her with the threat to their son Junior's life.

Tiger and Zoya assemble a team of RAW agents to steal a briefcase containing missile launch codes for Aatish in Istanbul in exchange for Junior. However, Aatish frames them as traitors, leading to Tiger's imprisonment in a northern Pakistani army prison. In a flashback, it's revealed that Aatish aimed to disrupt a peace treaty by assassinating an Indian Army General, but Zoya tipped off Tiger, resulting in Aatish's imprisonment.

Sentenced to death, Tiger escapes with Pathaan's help and reunites with his adopted son Hassan in Islamabad. Tiger's team, including Zoya and ISI agents Abrar and Javed, returns to Istanbul. They discover Aatish and Pakistani Army Chief Imtiaz Haq's plan to assassinate Prime Minister Nasreen Irani. Tiger's team exposes the plot to Irani, who is taken to an underground bunker. Aatish kills Haq, framing Tiger, and kills Abrar and Karan. Hassan sacrifices himself, allowing Tiger and Zoya to help Irani escape. Zoya avenges the deaths of Abrar and Karan by killing Javed. Tiger confronts Aatish, resulting in Aatish's demise. Irani reveals Aatish's plot, clearing Tiger and Zoya.

In a post-credits scene, Colonel Sunil Luthra assigns Kabir Dhaliwal to assassinate an unidentified person.
